Only five states have licensed online casinos that legally offer real-money craps, including live dealer tables streamed from a studio. Regulated online craps is available in five states: Connecticut, Michigan, New Jersey, Pennsylvania and West Virginia. In these states, licensed online casinos offer real dice games, including live dealer craps streamed in real time from a studio. To play, you must be at least 21 years old and physically inside state lines, which the casinos confirm using location-tracking technology before you can place a bet.

Two other states, Delaware and Rhode Island, have legal online casinos but do not currently offer craps at their licensed sites. Both run more limited online markets, so players there can enjoy slots and some table games, but the dice tables are not part of the lineup yet. That is why the regulated online craps list stands at five states rather than matching the full count of online casino states. Maine has also legalized online casino gaming, but its market had not launched at the time of writing, so regulated craps is not yet live there.

Every state that has not passed an online casino law falls into this group, which covers the large majority of the country. In these states there is no state-licensed way to play craps over the internet, so players who want to roll the dice online typically turn to offshore casinos. These are sites based outside the United States that accept American players regardless of where they live.

Offshore sites operate in a legal gray area. They are not licensed or regulated by any United States authority, which means players do not get the consumer protections that come with a regulated market. There is no state oversight of payouts, no formal dispute resolution and none of the responsible gaming safeguards required of licensed operators. Anyone considering an offshore option should understand that these protections do not apply and should weigh the risk carefully before depositing money.

Live craps is far more widely available than online craps. Real dice tables can be found at commercial and tribal casinos in more than 20 states, ranging from major gambling destinations to smaller regional markets. Nevada is the headliner, but states such as New Jersey, Pennsylvania, Mississippi, Louisiana, Michigan, Indiana, Iowa, Colorado, Maryland, Florida and New York also spread craps at their casinos.

There are some important exceptions. California is the most notable. State law there bans games whose outcome is decided solely by dice, so traditional craps is not offered. Instead, tribal casinos run a card-based version often called California Craps, which uses playing cards to simulate dice rolls while following similar betting rules. Texas and Georgia do not permit in-person dice craps either, leaving cruise ships that sail into international waters as one of the few in-person options for residents there. A handful of states, including Utah and Hawaii, have no casinos at all and therefore offer no in-person craps of any kind.

Online craps becomes legal in a state only when that state legalizes online casino gaming as a whole, so the future of online craps really comes down to which states are debating broader online casino bills. Several have taken up the issue in recent legislative sessions, though none had crossed the finish line as of this writing.

New York is widely seen as one of the states most likely to move, thanks to its large population and the tax revenue lawmakers have pointed to. Illinois has also seen active legislation, with proposals advancing through committee and supporters citing strong projected revenue. Other states where online casino expansion has been discussed include Maryland, Indiana, Massachusetts, Virginia and Hawaii. Progress has been mixed, with common sticking points including tax rates, licensing structures and concerns from existing land-based casinos about losing business. If any of these states pass an online casino law, regulated online craps would be expected to follow in the markets where operators choose to offer it.

There is no single federal law that decides where you can play craps. Instead, gambling is regulated state by state, which is why the map looks so uneven. A state legislature decides whether to allow casinos, what kinds of games those casinos can offer and whether online casino play is permitted. Tribal gaming adds another layer, since casinos on tribal land operate under compacts negotiated between the tribe and the state.

This patchwork is why a game like craps can be fully legal in one state, offered only in a modified card-based form in another and effectively unavailable in person in a third.
